Risk is never one-sided of course. But when was the last meaningful (and meaningfully-likely to not be matched) offer sheet in [restricted free agency]? To move to a third sport, I remember reading a book on baseball analytics where the author noted that since players scored over 90% of chances they were sent home from 3rd base on potential sacrifice flies, the obvious takeaway is that 3rd base coaches were far too cautious in giving the go sign.
…The analogy is that if incumbent teams are never ever threatened with the loss of players in RFA, they are not using that leverage nearly enough.
